The Billy vs SNAKEMAN Wiki was a creation of the player Uzuki on BvS. He created it primarily due to his own frustrated attempts at trying to find good, reliable information on the game, and found the existing resources to not be particularly useful. Thus, he thought the best way to manage his own notes about the game would be to start up a Wiki. In addition, it occurred to him that it would be a good shameless act of self promotion that would allow for him to advertise for BvS in such a way that would help him earn referral points.
