Their are two possibilities that I can think of.

1) the jutsu are only free if you have that ally in your team
2) the jutsu still have their regular costs during bingos

if anyone knows which is correct, please add it to the friendship section.

It'd be easier to navigate, especially when trying to figure out how to get certain allies.

It jumps there but then if you picked someone near the bottom the pics jump you up.
