(Repairing is only useful if there are other villages destroying your upgrades. Sabotage Facility was put in the game back when Andromeda and Random were really pissing each other off. It's a way to do actual damage to existing upgrades in other villages in an attempt to force them to behave. Most of the other Epic Villages tend to wish they never bought the thing.)
