Higher reaper missions in season 2

After doing the special mission involving the captain's jacket and tats I go back to normal missions and can't get any A-missions like the ones who give me fletch or hermano. Is there a reason for this?

I'm in season 2 for those who missed the title.

You need to be a Jonin for A-Rank Reaper missions.
